This attraction is to house a complex of restaurants, shopping, galleries, and theaters in its base and to be situated in one of three venues: near the Circus on Vernadsky Ave, the OCE, or in Gorky Park. The estimated cost of the record-breaking Moscow observation wheel exceeds $300 million.
